REGULATION REGARDING COLLABORATION AND COORDINATION BETWEEN UNIVERSITIES AND PERSONS WITH DISABILITIES

SECTION ONE
Objective, Scope, Basis and Definitions
Objective
Article 1- (1) The objective of this regulation is to lay down the procedures and principles for the operations of the Collaboration and Coordination Unit of Persons with Disabilities under the body of Higher Education Board, and the units related to the persons with disabilities to be formed under the body of the Student Selection and Placement Center and universities in order to take the essential precautions to be able to facilitate the educational lives of the persons with disabilities that study in universities and to make arrangements accordingly.
Scope
Article 2- (1) This regulation covers the Collaboration and Coordination Unit of Persons with Disabilities under the body of Higher Education Board, and the units related to the persons with disabilities to be formed under the body of the Student Selection and Placement Center and universities.
Basis
Article 3- (1) This Regulation has been prepared on the basis of Article 15 of Law No. 5378 dd. 01/07/2005 Regarding Law on Persons with Disabilities and Some Laws and Laws Having the Force of Decree.
SECTION TWO Collaboration and Coordination Center for Persons with Disabilities and the Units Related to Persons with Disabilities
Collaboration and coordination center for persons with disabilities
Article 4- (1) A Collaboration and Coordination Center for Persons with Disabilities shall be formed in order to deal with the issues such as supply of tools and equipment in order to be able to facilitate the educational lives of the university students with disabilities, and preparation of special course materials, and preparation of education, research and accommodation environments suitable for the persons with disabilities, and to report to the commission as basis for the actions to be taken, and to take the opinion of the commission and the Higher Education Board in relation to the issue.
Commission of students with disabilities in the Higher Education Board
Article 5- (1) A commission consisting of three members shall be formed by the Higher Education Board in order to identify the needs of the students with disabilities and to ensure coordination among the related universities in relation to the actions that must be taken according to the identified needs. The members of commission shall be selected among the academicians that are in the respective disciplines preferably and that have knowledge in the field of handicap and disability.
Collaboration center for students with disabilities
Article 6- (1) Collaboration Center for Students with Disabilities shall be formed under the body of Student Selection and Placement Center. The procedures and principles for operation of the center shall be laid down by the Student Selection and Placement Center.
Duties of collaboration center for students with disabilities
Article 7- (1) The duties of Collaboration Center for Student with Disabilities are as follows:
a) To provide consultancy for the students with disabilities that want to study in the undergraduate programs about the programs that they may study;
b) To produce the list of undergraduate programs opened for the students with disabilities by the universities in cooperation with the Higher Education Board and the universities, and to incorporate the related provisions into the Guide for Student Selection Examination;
c) To produce the list of undergraduate programs that the students with disabilities can study according to their disabilities though such programs are not opened directly for the persons with disabilities by the universities in cooperation with the Higher Education Board and the universities.
ç) To submit the list of applications by the students with disabilities and the results of evaluation to the Higher Education Board every year for evaluation in determination of the undergraduate programs to be opened for the students with disabilities.
Higher Education Units of Students with Disabilities
Article 8- (1) A unit for students with disabilities shall be formed under the body of the department of medico-social health, culture and sports by the universities under the body of a vice chancellor in order to identify the academic, administrative, physical, psychological, accommodation and social needs of the students with disabilities and to determine the actions that must be taken in order to meet these needs and plan the works to be carried out and to implement and improve them and evaluate the outcomes of the works that are carried out. The operation procedures and principles of the unit shall be determined by the universities.
(2) The Higher Education units for students with disabilities shall submit a report that is prepared every year and that contains the activities and the results of evaluation to the Higher Education Board.
Duties of Higher Education Units for Students with Disabilities Article 9- (1) The duties of Higher Education units for students with disabilities shall be as follows:
a) To meet the needs of the students with disabilities that are registered to the university programs during the time when they continue with studying, and to identify the obstacles that they may encounter and the precautions that must be taken against such obstacles, and to propose solutions in order to eliminate them and to make the necessary arrangements;
b) To make decisions on the education environment the student with disability attends in order to organize the education programs in a way that does not prevent the academic, physical, psychological and social lives of the university students with disabilities and also to take decisions on supply of the tools and equipment for the students with disabilities, preparation of the special course materials and preparation of the education, research and accommodation environments suitable for the students with disabilities;
c) To carry out publication activities towards the undergraduate students and lecturers, and to prepare the documents that give information about the disability and the person with disability, the restrictions imposed by it and the arrangements that must be made to the lecturers, and to increase their level of awareness, and to provide consultancy services to the concerned people, and to render on-the-job training where necessary;
d) To develop programs and projects in these subject matters;
e) To prepare and carry out the operation program of the unit, and to prepare annual budget draft and annual activity report and submit to the associated vice chancellor;
f) To organize seminars, conferences and similar activities;
g) To develop a web site that contains publications, documents and data for the parties of the subject matter in the fields that are within the scope of duties and activities of the unit for students with disabilities of universities, and that allows the students with disabilities that study at universities to express their problems and requests, and that allows communication with the related unit;
h) To supervise implementation of the decisions taken and the strategies determined;
i) To make efforts in order to supply the assistant tools and equipment free of charge for the students with disabilities that have financial problems;
j) To take decisions and ensure implementation of these decisions for inclusion of the course and education programs related to the students with disabilities into the undergraduate programs of the universities;
k) To take the necessary precautions according to the differences arising from the time, place, material, companion and the nature of disability and make the arrangements in order to perform measurement and assessment fairly and accurately for all students, and to provide equal opportunities and make the education process meaningful for the students with disabilities as well;
l) To prepare/ have prepared informative books that give information about the employment opportunities and the professions and to ensure that such books are submitted to the students with disabilities;
m) To prepare a report related to the university programs that the students with disabilities can study before the Student Selection Examination for notification to the Student Election and Placement Center.
SECTION THREE Effectiveness and Execution
Effectiveness
Article 10- (1) This regulation shall take effect on the date when it is published.
Execution
Article 11- (1) The provisions of this regulation shall be executed by the Chairman of Higher Education Board.
